​Ministry Evaluates Anti-Dumping Policies on Pre-Stressed Steel Wire: An SEO Review 

The review was launched on January 21 after the Trade Remedies Authority received a request from a Chinese producer seeking a review of the anti-dumping measures.

  The Ministry of Industry and Trade, headquartered in Hà Nội, has initiated the first review of anti-dumping duties on specific pre-stressed steel strand products imported from Malaysia, Thailand, and China. This action was triggered by Decision 150/QĐ-BCT, issued on January 21, 2026, under case code AR01.AD17. The review was prompted by a request from a Chinese producer seeking a reassessment of the anti-dumping measures.

According to Clause 1, Article 51 of Government Decree 86/2025/NĐ-CP, dated April 11, 2025, parties have the right to request an annual review within the first four years from the date an anti-dumping or countervailing measure is implemented or extended. After a thorough examination of the dossier in accordance with regulations, the ministry decided to commence the first review of the measures.

Vietnam initially imposed anti-dumping duties on these products in January 2025, applying tariffs ranging from approximately 9.79 per cent to 28 per cent on imports from the three countries. This was done to shield its domestic industry from the impact of low-priced imports.

Pre-stressed steel strand, a crucial material used in construction and infrastructure projects such as bridges and high-rise buildings, has been the subject of trade defence action. Domestic producers argue that dumped imports obstruct the growth of the local industry.

To protect the interests of all related parties, the Trade Remedies Authority has urged organisations and individuals to register as interested parties. They are required to use the prescribed form and submit it to the investigating authority via the online Trade Remedies Application and Registration System. The registration must be completed within 60 working days from the effective date of the decision, with the deadline for registration being April 22.

Applications can also be sent by post or email to the investigating authority at the Trade Remedies Authority of Việt Nam, located at 54 Hai Bà Trưng, Cửa Nam ward, Hà Nội.

Last year, steel and related products faced an increase in trade remedies internationally. Industry observers suggest that such measures reflect a global trend of strengthening trade defences in the steel sector. This is as countries strive to protect local manufacturing in the face of fluctuating global markets and supply chains.
