Commerce reported significant dumping margins across multiple countries. Italy ranged from 12.41% to 18.89%, while South Korea reached 41.10%. Spain ranged from 11.08% to 32.64%, Turkey from 4.74% to 7.94%, and the United Kingdom recorded the highest margin at 147.63%.
Additionally, Commerce found that Italy and Turkey provided subsidies to producers. Italy’s subsidy rates ranged from 4.16% to 44.18%, while Turkey’s ranged from 3.81% to 3.86%.
Key Companies and Import Values
The investigation identified several major exporters. These include POSCO in South Korea and ArcelorMittal España in Spain.
In 2016, imports reached significant levels. Italy exported $12.2 million, South Korea $45.6 million, Spain $40.7 million, Turkey $41.4 million, and the United Kingdom $20.5 million in steel wire rod to the U.S.
Next Steps and Industry Impact
The US steel wire rod dumping determination now moves to the U.S. International Trade Commission (ITC) for final injury decisions. If the ITC confirms harm to U.S. producers, the government will impose antidumping and countervailing duties.
Petitioners in the case include Gerdau Ameristeel, Nucor, Keystone Consolidated Industries, and Charter Steel.
Rising Trade Enforcement Activity
The Commerce Department has increased enforcement efforts significantly. Between January 2017 and March 2018, it launched 102 trade investigations, marking a 96% increase from the previous year.
