66 kV Inter-Array Cable ECA Secured
Hellenic Cables signed an Exclusivity and Capacity Agreement (ECA) to supply 66 kV XLPE-insulated inter-array cables and accessories for the Hai Long 2 (HL2) and Hai Long 3 (HL3) offshore wind projects in Taiwan. The agreement confirms the company’s role as a key cable partner for this flagship development.
Hai Long: One of Taiwan’s Largest Offshore Wind Projects
The Hai Long offshore wind farm includes two sites—HL2 and HL3—with a combined capacity of 1,044 MW. Together, they form one of Taiwan’s largest offshore wind farms and support the country’s long-term clean energy strategy.
A joint venture of Northland Power Inc., Yushan Energy Pte Ltd, and Mitsui & Co. is developing the project. The wind farms sit 40–50 km off the Changhua coast, in water depths of 35–55 m, where wind conditions are strong and consistent.
HL2 consists of two sub-wind farms:

HL2A with up to 300 MW

HL2B with up to 232 MW
HL3 adds another 512 MW, which brings the total planned capacity to more than 1 GW.
Hellenic Cables’ Scope and Production Schedule
Under the ECA, Hellenic Cables will deliver about 140 km of 66 kV XLPE-insulated inter-array cables plus all associated accessories. The company will manufacture these products at its Corinth, Greece plant, which specializes in high-performance submarine and offshore wind cables.
The production schedule includes two key milestones:

Completion for Hai Long 2 in Q1 2024

Completion for Hai Long 3 in Q4 2024
This phased approach helps align cable delivery with foundation and turbine installation offshore.
